For a new construction building tying into existing utility plant located outside of the LEED project boundry and scope of the new construction. Will this project be required to meet the prerequisite for cooling tower and evaporative condenser's makeup water meters, conductivity controllers, overflow alarms and efficient drift eliminators that reduce drift to a maximum of 0.002% of recirculated water volume for counterflow towers and 0.005% of recirculated water flow for cross-flow towers?

I have not had this come up in a project, but my guess is that since it is out of the project scope and an existing larger system, the cooling tower would not be required to meet associated requirements. There was a similar post asking about this aspect here: https://leeduser.buildinggreen.com/forum/cooling-towers-central-plant.
You will want to provide a narrative with your regular calcs explaining the systems so that it's clear to the reviewers.
If you want a more certain answer, you could ask LEED Coach to be sure.
