We have a new building that is served by the existing central plant. I read the "Treatment of District or Campus Thermal Energy Energy in LEED V2 and LEED 2009 - Deisgn & Construction" document and it says to do either monitoring or modeling to calculate average plant COP. The problem I face is the owner doesn't have way to measure only the central plant KW (one meter for both existing central plant and existing building). How should I approach this?

You can also use option 1, i.e. virtual rate to avoid modeling the central plant
