Hello,
The USF campus has three plants. One of the three plants was commissioned. If the two remaining existing plants now complete retro-commisioning, will GBCI accept retro-commisioning of an existing plant as a basis to pursue enhanced commissioning for all projects that are tied into the retro-commissioned plants?

This is a great question and I can only give you a little guidance because I think you need to have a good discussion with reviewers on this. The easy part is if you get all the plants retro-commissioned, then you should be good from a DES relation for seeking enhanced Cx on any projects connected to those plants. However, as these are under the definition of "preexisting" per LEED, then the plants would need to be recommissioned every 3 years or meet the requirements of Ongoing Commissioning from EBOM v4.
The thing that I do not know is how you might tie this into a campus credit which would allow you to basically prove this once, and then it is available for all your projects. All of this is worth a discussion with the reviewers at GBCI.
