Exclusion of Swimming pool Water/Energy consumption from main building consumption

We are working on a v4.1 recertification retreat/ resort property in India. Our query is can swimming pool makeup water be excluded from main building consumption as swimming pools are located in building exterior but within the LEED boundary. Also can energy use associated with swimming pools (Pumps) be excluded from domestic building consumption as in the case of energy star where outdoor pools GFA and submetered pump power consumption is not included in building consumption. Please note that the property includes a swimming pool and multiple private pools.

Interesting issue. ASAIK it must be included and modeled the same at baseline and proposed buildings, otherwise you haven't filed apropriate explanation why it's more efficient in proposed building (for instance - reheating of pool whater from chiller hot line).
