I'm working on a project where the occupied building was designed and engineered by a different a different firm than the 5-story parking structure. The building has been energy modeled but not the garage. Would exclusion of the garage from the submission preclude acceptance of the project's minimum energy performance and negate the possibility to get the project certified?

Is the garage within the LEED project boundary? If so the energy use must be included and you would not be able to get certified if you did not include it.

Yes, the garage falls within the LPB currently. If we re-drew the LEED Project Boundary to exclude the garage would we still be able to submit the Green Vehicles credit with the Preferred and EVSE vehicle parking stalls located in the parking structure?

I'm not sure about that credit in v4. I know in the past you could get some credit for such things outside the boundary, especially on a campus. Make sure to check the guidance on drawing the LPB. A parking garage is generally really easy to model so I'm not sure why you want to exclude it?

Although the parking is not included within the gross square footage of the project, the LEED Project Boundary should be drawn to include the parking garage IF it is being built within the same scope to support the LEED project.
Check the MPR Guidance to determine if your parking garage should be included in the LPB. Note: "Buildings or structures primarily dedicated to parking are not eligible for LEED certification. Parking that serves an eligible LEED project should be included in the certification."
Then reference the BD+C overview for LT credits related to Total Vehicle Parking Capacity to ensure that you are accurately determining total parking capacity. Note "include all the off-street spaces available to the project building’s users. This may include spaces both inside and outside the project boundary."
