Exceptional calculations for non-regulated componenets of 90.1 require the project team to define the baseline. The guidance is broad and basically should be based on standard industry practice. This could vary depending upon the location of the project. The method used for exceptional calculations is probably best defined in the V2 CIRs.

The use of demand controlled ventilation is listed as an ID point within page 12 of the 2008 ID point listing found http://www.usgbc.org/ShowFile.aspx?DocumentID=3569. Did you include it within your energy model because this approach is no longer valid as innovation?
Some of the items in the catalog are left over from previous versions of LEED where items we do as exceptional calculations now were submitted as ID points. DCV saves energy and must be included in the energy credits.
