I am running a high-rise commercial development for LEED-CS. According to Table G3.1.1B, the baseline system shall be chilled water. But the local regulation restricts the use of cooling tower for the region and therefore only VRV could be used. Certainly it might be difficult to meet the prerequisite requirement.
Do anyone has similar experience? For instance, alter the baseline system or just no chance to apply LEED certification.

Local regulation does not matter to a fictitious baseline building. You must model it according to Appendix G, no exceptions.
The good news is that it will probably not hurt you too much. We modeled a high rise in Italy with VRV against a system 8 and were able to get over 30% savings. The HVAC system choice alone should not dictate your ability to generate energy savings.
