For Core & Shell projects - is installing 3% of the parking stalls to be EV ready acceptable to achieve these points? Idea is that the tenants will be responsible for installing the actual stations off the stubbed conduit as part of their TI build out.

Adding clarity to the question submitted by Dylan above (working on the same project)...
The parking garage (part of the office development) has 950 parking stalls that serve an Office Building (LEED CS), a Hotel (LEED NC), and a Fitness center (LEED CS). Parking spaces will be allocated across all users through the "Campus" approach - including # of parking stalls allocated by each tenant that come into the C&S Office. Therefore the office/garage developer will include 30 stations (3%) to be stubbed and EV ready.
We would like clarity on if anyone has seen the approach of using the Tenant Lease Sales Agreement (TLSA) per SSc9 which states each user will be required to provide the actual EV charging station per their TI contract.
... And since the Hotel is a NC certification, they will be required to install the charging stations as part of their full build out.

I don't think you can use SSc9 to require the CS tenants to put in EV charging stations. It is my understanding from USGBC that the Tenant Design & Construction guidelines that fulfill SSc9 are not the same thing as contractual lease agreements. The guideline is meant to simply inform the tenants about the sustainable attributes of the building and how they could potentially aid the tenant in a possible CI certification. There are credits that can be achieved for the CS project by including them in the contractual lease language - they are found in Appendix 4 in the rating system. It doesn't look like SSc4.3 is included among them. Hope this helps!
