Our project has allocated areas for spillover parking (used a few times a year) in ones and twos around the site, accessible from an alley. much like on-street parking.
We are hoping these odd spaces may be exempt from needing EV stations - any thoughts or experience with this?

I would think that the spaces would need to be included in the counts, but would not necessarily need stations, themselves, as long as enough stations are provided for the full total. Unlike reserving preferred spots via signage, the EV stations need power supplies and can't always be easily dispersed around locations.
I've had out-of-boundary parking before, but not in this way, it was larger lots that logically would have needed their own features.
