Hi, we have some doubts about the equivalency of the ESC plan according to our local standards.
We have a document called Environmental Impact Study, based on national norms, that spans all that is refered to the environment sorrounding the project (physical, biological, socio economic), determines the potential impacts on the project regarding this items and defines Environmental Management Plan that is applied by the building site supervisor.
This plan consists on estrategies that define responsabilities on the site, preventive actions, measurements before the construction if initiated, about the location of the campsite, access roads, removal of solid residue, soil contamination, etc.
I am guessing that this document should be equivalent to the ESC plan, but I wanted to ask for your expert opinion on this.
Also, in the case this should be uploaded as an equivalent to the ESC plan, should I upload all the Study or just the Environmental Management Plan?

Based on your description, I would say that the Environmental Management Plan should be considered equivalent to an ESC Plan. You may want to reference the requirements of the 2003 EPA Construction General Permit as a way to verify. I would say that, if your EMP addresses the following objectives, it should satisfactorily serve as an ESC Plan:
> To prevent loss of soil during construction by stormwater runoff and/or wind erosion, including protecting topsoil by stockpiling for reuse.
> To prevent sedimentation of storm sewers or receiving streams.
> To prevent pollution of the air with dust and particulate matter.
In my opinion, you should only have to upload the Environmental Management Plan and not the entire Study.
