We have a project where the building is three separate retail tenants all being served by a single ERV that is supplying 100% of the space outdoor air. Space one has a duct from the ERV directly into the RTU while space 2 and 3 just have ducts from the ERV directly into their space.
Our question is do we need to supply outdoor airflow monitoring devices to monitor the cfm of outdoor air being delivered from the ERV to each tenant space or is one OAF monitor on the intake of the ERV enough? (RTUs bring in people load of outdoor air and have OAF monitors)

You've probably already made your decision by now, but you only need 1 outdoor airflow monitoring device per ERV. Then you just balance each of the ducts going to the 3 spaces to direct the air flow qualities you want to each location.
