Does an EPD need to be issued before the manufacturing date of the product installed? Or do we just need to provide an EPD for that product when we submit for certification?

Interesting question. I can't imagine that a reviewer would reject an EPD just because it was issued after the installed product was made; there is no requirement to that effect that I've seen anywhere. I think you'd be on safe footing doing that, but if you want to 100% sure I guess submitting a clarification request would be your next step.
