EPD Verifications: External vs Independent

Hello,

I'm looking for some clarification regarding verification of EPDs in respect to the MR credit. Specifically, does the 'external verification' require the verifier to be outside of the manufacturer and/or company preparing the EPD or just outside of the person/group/division creating the EPD but can still be within the same company?

ISO 14025 specifies that the verifier can be either internal or external to the organization as long as they are independent, meaning they didn't work on the LCA/EPD and do not have a conflict of interest. 

More specifically, could the following scenarios produce valid 'externally verified' EPDs for LEED v4 as long as they follow the ISO 14025 guidelines for independent verifiers?

1: Manufacturer (Company A) -> EPD Preparer + EPD Verifier (Company B)

2. Manufacturer (Company A) -> EPD Preparer (Company B) -> EPD Verifier (Company A)

I got a response from USGBC that clarified the situation that I'm posting for anyone whose interested. Specifically, Case 1: This is considered to be an external verification Case 2: This is not considered to be an external verification, so it would only qualify as a Product-specific declaration (valued at 1/4 credit) From my understanding, 'external' means outside of the company that manufacturers the product.
