Is EPA 24 equivlant to SCAQMD 1168?

We need a BONDO like product that will be compliant for EQc2. I have found one that is tested with EPA method 24. Is this an acceptable method to meet the 100% content emissions for adhesives and sealants? How do I determine the VOC content limit if it is acceptable to use EPA method 24?
