We are doing a project involving renovation of an existing building and an addition. It is not a school but we have done the assessments to identify hazmats in the existing building. These materials will be abated. Can we use the Environmental Site Assessment criteria to achieve an innovation credit under LEED v4 New Construction?

I would not think so. There is a brownfield remediation option in the High-Priority Site credit, and it excludes remediation other than soil and ground water. Below is the language from the LEED v4 Reference Guide for BD+C:
·· The credit explicitly applies to soil or groundwater contamination. Asbestos and other contaminants inside buildings (whether demolished or remaining) or in debris do not count as contamination under this credit requirement. However, it is recommended that project teams consider these factors in an overall site assessment.
Since there is a credit already available for remediation and it excludes contaminates inside the building it does not seem like it would be an option for an innovation in design credit.
