According to Ashrae 90.1-2007 art 5.4.1 where insulation is required in sections 5.5 or 5.6 it shall comply with 5.8.1.1-5.8.1.9. What is not clear to me is if you have to comply with the prescriptive requirements for example fenestration U value and SHGC? IT is my understanding that if you are fine with your energy modeling you don't have to comply with the prescriptive requirements and you can even have higher U-values and sHGC as long as your consumption is less than the base building. Is that right?
Is it true you are required to have at least two other jobs of energy modeling before, in order for GBCI to allow you as energy modeler. If so, how can you prove experience?

Yes that is correct. As long as you can show the necessary savings individual prescriptive requirements can be exceeded.
There are no requirements for modeler experience to submit modeling results to GBCI, at least not yet.
