Entryway mats required for a dorm that has apartments on the first floor?

We have a dorm project that has 4 apartments on the first floor for hall directors. These have their own private exterior entry. There is no further guidance for residential projects. We have entryway systems for all other common building entrances. Are the apartments required to have a mat?

The credit language refers to "regularly used exterior entrances." This suggests to me that you would want an entryway mat because the entryway will certainly be "regularly used."
