The credit language says the project needs to provide dedicated areas for collection and storage for the "entire building".  If a project is a tenant space within a larger existing mixed use building and doesn't have control of the entire building, does that mean the project can't meet the prerequisite?  

There are opportunities for the project to provide for the requirements for the tenant space specifically.  Having separate collection and hauler pick-up contracted for the tenant separate from the other building tenants is a potential option.  Would that meet the intent?
