Our project is registered under LEED 2009, and my Reference Guide doesn't show Option 3. Is the Option 3 new? Is it for exemplary credit only?

Joann - Teams need to be aware of and adhere to all Addenda (LEED Interpretations and Corrections) that have occurred before your project's registration date and should keep abreast of ones issued afterwards. Read more about Addenda in USGBC's Help - https://www.usgbc.org/help-topic/addenda-(corrections-+-interpretations).
You can check out addenda via the Addenda Database - https://www.usgbc.org/leed-interpretations or through the Addenda button in each credit in the Credit Library - https://www.usgbc.org/credits.
For this specific inquiry, please see Correction ID #100000772 - https://www.usgbc.org/content/ad-100000772 - for the Rating System Correction and Correction ID #100001794 - https://www.usgbc.org/content/ad-100001794 - for the Reference Guide Correction. To answer your second question, my experience is that this option is a way to earn only 1 point under EAc5.
In addition, before posting a new post on LEEDuser be sure to see all comments for a page (http://www.leeduser.com/credit/NC-2009/EAc5?all-comments=true) and do a search. There are 41 instances of "Option 3" for this forum related to your question. For instance, see http://www.leeduser.com/comment/redirect/35900.
Lastly, this link includes LEEDuser's summary of essential LIs and Corrections - http://www.leeduser.com/strategy/essential-leed-interpretations-addenda-....

You can earn exemplary performance for this Option if you also earn the credit under Option 1 or 2.

Thank you both, Michelle and Marcus, for clarification.
