Our project is pursuing LEEDv4 EA Minimum Energy Performance Option 2 in a new commercial office space in a new building. The building finished construction this year, and our office spaces will be occupied by October 2019. Does the Target Finder apply to our project, given that we do not have 12 months of energy usage data for the building or tenant spaces?

For new construction, target finder is "optional" but the form will still ask for it. You will need your predicted energy use from the energy model. Make sure you make the right selections/checkboxes. You shouldn't need to enter utility data since you have none. You'll need a "Statement of Energy Design Intent" to upload. The whole thing should take 3 minutes max, assuming you already have your energy modeling results.

Thanks, Waleed. We do not have an energy model, as we are pursuing Option 2, not 1. In this case, where should I gather predicted energy use data from for the Target Finder?  To clarify, our LEEDv4 project is the commercial space (ID+C / CI). We are working with a project boundary of several floors within a new building.

There's a checkbox just after you enter the building use and occupancy that says "I don't have (or don't want to) enter energy estimates". It'll make you bypass that step and go directly to set a goal and generate the report.  Does the form actually ask you for a target finder upload even when you choose Option 2?

I see that. thanks for the insight in the Tracker. We will make sure the box is checked to bypass. Yes, the form still asks for a target finder upload in Option 2.
