Yes, you can use Energy Star Portfolio Manager on international projects as long as those fall under Case 1. Please follow instructions on p.208 of Reference Guide to determine eligibility.

Hi Sarah - Charalampos is referring to the LEED EBOM v4 Reference Guide. Page 208 includes information on determining if a building is eligible for an ENERGY STAR rating. It says "Many projects, even projects outside the U.S., fall under Case 1 because most buildings are eligible for an ENERGY STAR rating. To determine eligibility, enter all information into Portfolio Manager, which automatically
determines whether the building is eligible to receive an ENERGY STAR rating."
