FYI, the documenation for EAc1 takes place in LEED Online via EAp2.I just checked the EAp2 LEED Online forms, and did not see any required signatory one way or the other. It looks like the answer to your question is "no."

To elaborate a bit, you definitely need to generate a Statement of Energy Performance from Portfolio Manager as a supporting document, but the area for the PE stamp/signature can be ignored. That's only necessary if projects want the Energy Star label, but isn't need for LEED.

You do not need an official stamp / signature form a licensed profession to pursue LEED...just generate the SEP from Portfolio Manager, but no need to get it stamped.
