A portion of our building envelope is historic. Can we exclude it from our model?

Yes if there is no Energy Star rating it is "excluded" but I am not sure what you mean as it relates to this prerequisite. Energy Star is not a part of the requirements.

In general, that's the approach of Energy Star themselves for their own program. So I assume the answer is yes.
However, this changes all the time, as appliances are being certified regularly. And in their programs, even if an appliance category was not applicable during design because no products were certified at the time of design, but one became certified during construction (which could be 1-2 or even 3 years later), then the requirements applies, and you'll still need to provide a certified product.
Sp be careful, if a product isn't applicable during schematic design, that doesn't mean the project is off the hook for good.
Ps. there are currently Energy Star certified dryers, both electric and gas on Energy Star's website. I've found some combos on Home Depot's website as well
