I was just told by someone who 'used to work for USGBC' that use of eQuest requires prior approval, project by project ?? Does this make any sense to you ?? What about other modeling software ??

Acceptable software is defined in Appendix G. eQUEST qualifies and is routinely used for LEED projects.

I can understand that, eQuest for example is not the best software to model ground source heat pumps, therefore is a case to case evaluation

If the criteria was that the software had to be the "best" at something then none of them would qualify on a case by case basis. They all have their strengths and limitations.
If the software qualifies under Appendix G it can be used for LEED projects. If the software does not directly model something then provide a documented work around and submit it as an exceptional calculation (Section 1.7 in the LEED Form).
