Dear All
We are working in a project where the green power is purchased for $0.10/unit, where the conventional energy cost is around $0.12/unit. Can we offset an energy cost through this cost difference and claim savings in optimized energy performance, (i.e. Baseline case with conventional energy cost $0.12/unit and proposed case with green power cost $0.10/unit)

You could try and see what the reviewer thinks. The energy cost are supposed to be the same in both models according to Appendix G.

If Green Power is available for less, why would anyone buy the conventional power?
Your approach won't work in that regard as Marcus pointed out - there's no justification for the baseline building to buy more expensive power - maybe we're missing part of the story about where the green power is coming from, why is it cheaper, etc.?
