Hi, We are working in a project in Colombia. Can we use ISO 14064 certificated (Greenhouse gases) to document GHG emissions for this credit? Also, given the location of the project we do not know if we can use Energy Star Portfolio manager? Thank you for your answers.

That should meet the credit requirements. We always use the calculation for Portfolio Manager - it uses an average US value so the result is incorrect for international projects, but it works for GBCI. As you have the ISO 14064 data I would give them both figures - it should not take too much additional time as this is a fairly easy credit to document. We've never had an issue with this credit.
