We anticipate meeting/exceeding requirements for SSc6.1 "Quantity Control", but not SSc6.2 "Quality Control". The project includes renovations to an existing school building and site, and our site improvements won't be extensive enough to achieve 80% TSS removal to qualify for SSc6.2. However, we are exceeding the SSc6.1 requirements substantially through a number of BMP installations. Can we seek the "exemplary performance" credit for a "comprehensive approach to capture and treat stormwater runoff and demonstrate performance above and beyond the credit requirements"? Or do I need to achieve both SSc6.1 & SSc6.2 before I can be eligible for the exemplary performance credit? Your guidance is appreciated.

I think you have a shot at it, but it's not guaranteed. LEED does not specify an exact path for EP here. And it doesn't specify that both credits need to be earned. So I'd make your case, though it could get shot down.
