electric vehicle charging stations and whole-building energy simulation

hello,

Our leed core and shell office building is planning on installing electrical vehicle charging stations for 2% of parking spaces. My question is about the electricity usage of these charging stations:

1) do i have to account for the electricity demand of the charging stations when do a whole-building energy simulation for the "optimize building energy" credit? if so, what loads am i calculating? meaning is there a benchmark for how much charging capacity a single station is expected on average to charge each day? 

2) does this electricity demand go in to the baseline model of my energy simulation, or only into the proposed model? on the one hand, it is an "added feature". on the other hand, i would be providing these charging stations, regardless of other energy oriented measures of the building, such as facade materials, HVAC equipment etc.
