A portion of our building envelope is historic. Can we exclude it from our model?

Do you mean an instantaneous water heater? If so that is covered by 90.1.

thanks Marcus, somehow over here, we unable to get any instantaneous water heater aka home electrical heater with Energy Star label (whom i believe , tested under DOE 10CFR 430).
we might able to find electrical heater with local energy efficient rated product. do you think this gbci will accept this?
Commercially is expensive to ship few units of such from US to here, and yet to mention, local has it own energy efficient product too. Thought?

The water heater you use does not have to be Energy Star. It does need to meet the minimum efficiency from Table 7.8 but it does not appear that an electric instantaneous is covered in this table so it would be exempt from any minimum efficiency.
