Under 'Further explanation - Exceptional Calculation method - Changes from earlier versions of ASHRAE and LEED', the CI reference guide states "All project types may count energy savings from efficient refrigeration equipment, cooking and food preparation, clothes washing, and other major support appliances. LEED Appendix 3, Retail Tables 1–4, defines the baseline conditions".
Does this mean any project type, e.g., new construction or commercial interiors, can use the Appendix 3 Retail table energy consumption data to establish the baseline energy usage of a standard refrigerator for comparison with a more efficient unit in an energy model?

That is how I would interpret it.

Thank you for the quick reply. Follow-up question: If the Prescriptive Compliance path is based solely on the percentage of rated power for appliances, where does the prescriptive efficiency data in those Retail tables come into play?

I don't think it does come into play. It is just for use when determining savings in an energy model.

Can you elaborate? How would the prescriptive data be used in a model? The table column is labeled prescriptive path. Also, I am assuming the proposed energy consumption would be that of the planned equipment.
Thanks again for the quick replies and for your patience.

I guess it helps to actually look at the tables instead of going off of memory.
It appears that the tables have both the baseline for an energy model and the prescriptive minimum for Retail projects. The prescriptive data would not be used in an energy model, just the baseline data. It appears that this prescriptive option is only added to and required for ID+C Retail projects. Regular ID+C project must follow the Energy Star Equipment path only. Retail has to do that and meet the prescriptive minimums in the tables.
