The San Francisco Hazard Review Process is the referenced standard for this credit. Only Tier III pesticides are considered least-toxic, but it's not mandatory to use 100% Tier III products. Take a look at the IPM Plan template for all the credit requirements and the situations in which non-Tier III products would be okay to apply: www.usgbc.org/resources/eqc-integrated-pest-management-plan-template.
