It is still unclear to me what "ongoing tracking" means to be eligible for SSc1 when pursuing via an EBOM recertification. Does that mean ALL performance-based credits that were previously earned need to have been tracked in order to get this? OR, is the credit a bit more automatic (like NC) and as long as some of the performance credits were tracked the points are earned?

Yep you got it. You have to continually track performance for all performance-based credits for the entire time between the previous certification and the current one. You only have to upload the required dataset on LEED Online, however, which is usually the most recent 25% of the recertification performance period (although this does vary for some credits). GBCI will typically question whether you've actually completed ongoing tracking for the full recertification period if they see something amiss with the provided dataset.
