Could you please anybody elaborate what is the difference between the shut-off device control requirement and speace control device requirement mentioned in the Ashrae standard lighting mandatory portion 9.4.

As I understand 90.1, the shut off control device is to ensure that lights are off when the building is unoccupied, in other words, it shuts off the lights in the evening. It does NOT refer to occupancy sensors.
The mandatory space control device in 90.1-2004 is simply a switch, though 90.1-2007 requires occupancy sensors in some spaces. See the standard for more details on that.

to understand your comment correctly, i would like to clarify one more thing from you.
if the project space has meeting / private offices with occupancy sensors, we could deduct 10% of this particular space LDP?
am i correct?
