Green Lease Leaders is a separate program that awards recognition to companies that meet requirements to implement "green" practices in their leases. For a LEED CS project, it would be the building owners/ landlords. Depending on their rating (Silver, Gold, Platinum) you can target extra points in the Optimize Energy Performance credit.

It's a separate program designed to help you add additional points to optimize energy performance, specifically for C&S projects. Depending on the recognition level achieved, you can add between 3 to 7 points once you've earned at least 1 point in the credit, without exceeding the available 18 points.
Many developers are currently participating in the program, so it’s a good practice to check if your client is already enrolled.
