We are extremely late in a project and the team believes we intended to attempt EAc5 all along. When is it too late to achieve / document for EAc5 M&V for NC v2009? If we performed Enhanced Commissioning and have the measuring systems in place can we do some hard work to catch up and document this credit?

It is a construction credit so you can submit it late in the process. If you have the necessary metering in place already then writing the Plan should not be too difficult to do during construction.
