I don't see a proposal for an alternative compliance path. Typically this means that what you are proposing to do is at least equivalent to what was required. Sounds like you are asking for an exception to this mandatory provision. Absent more information it is difficult to say one way or the other. You should probably submit a LEED Interpretation since this affects whether you earn the prerequisite or not.
