I am modelling a CS building, the facade for the core (stairs, restroom, elevators, and all non conditioned area) is 100% wall am I allowed to model it as non conditioned area but considering the wall to reduce the window to wall ratio?

If all those spaces are not conditioned then any exterior walls associated with those spaces would not be considered a part of the exterior envelop. So you should model those spaces as unconditioned if they are unconditioned. You cannot count the wall area associated with these spaces in the window to wall ratio because that only include the envelop associated with conditioned spaces.
