The project is a complete interior overhaul of an existing building that had an office use, and turning into medical outpatient/medical office building, since the site was already developed on and assumed that the site was not contaminated is there a way around this prerequisite?

Aside from the fact that there isn't any way to circumvent a prerequisite, I believe it is a mistake to "assume" the site was neither contaminated prior to the original construction, nor became contaminated post-original construction. Contamination could have migrated from off-site sources, through no fault, or knowledge, of the previous user.
