Is it enought that the tenant only will provide a safe storage for e-waste or is it required that the building also provides a central storage for all tenants?

LEED-CI focuses on the tenant space, so I think the only reason you would need to show centralized building recycling collection/storage facilities would be if the tenant recycling collection/storage area was inadequate to meet their anticipated needs and the design was reliant upon central facilities. If the recycling space provided within the tenant space / LEED-CI project boundary is sufficient to meet anticipated needs, that should be all you need to document.
