There are different requirements lavatory faucets (Public vs. private (residential)). We are working on an office building that is not open to the public. The project designer is argueing that this means it is private.
Which is the correct minimum requirement for lavatory faucets? Is it public (i.e. 20% reduction on 1,9l/min) or is it private (i.e. 20% reduction on 8,3 l/min)?

There is additional guidance on this topic provided by USGBC in the Reference Guide. In short, most commercial applications are public. The main point you're looking for is this: "Lavatory faucets must be classified as public or private. The Uniform Plumbing Code, International Plumbing Code, and the National Standard Plumbing Code each define private as those fixtures in residences, hotel or motel guest rooms, and private rooms in hospitals. All other applications are deemed to be public."
