NC-v4 EQc5:Thermal comfort

Do thermofusers count for controllability?

Would thermofusers satisfy the requirements of controllability for this credit? I seem to have confirmation from LEED 2009, but don't really see a clear direction under v4 or v4.1

From a functionality standpoint, I think it's fair to say that thermofusers meet the requirement. From the reference guide: 
  • Examples of eligible thermal comfort controls include thermostats, ceiling fans, adjustable underfloor diffusers, task-mounted controls (such as plug-in desktop fans, humidifiers, or dehumidifiers), and operable windows. Examples of ineligible thermal comfort controls include a ceiling diffuser without an accessible control, and a thermostat with a fixed setpoint that cannot be adjusted by occupants.
I like to think about thermal comfort controls for the 'best' occupant experience as trying to answer the question of 'if someone's too hot or too cold, could they do something about it?' So while a thermafuser does meet the credit requirement, I would also consider the system behind it and from a zoning standpoing whether a secondary system like a personal heater of fan might also be beneficial.
