I am doing the energy model for a CS project. The baseline HVAC is a packaged rooftop (direct expansion) and the proposed design includes chillers and piping to each tenant space, but it doesn't include the fancoil units. If I model the tenant HVAC as having packaged rooftop (same as baseline), then it is not compatible with the chiller system. Also, the chiller would end cooling only a the building and thus the model won't reflect the benefits of having an efficient chiller.
It is clear that tenants should include fancoils, but should I model them?

As long as the tenant spaces will be required to connect to the chiller you could model fan coil units. Make sure the fan power is identical in those spaces unless there are design requirements in the tenant lease agreement.
