The product data for my paint submittal has two VOC values listed - (1) Less Water and Federally Exempt Solvents, (2) Emitted VOC. Which value should be reported as the VOC content for LEED documentation?

LEED VOC standards are based on grams per liter, less water. So Option (1) in your question.
