Jacob, I apologize for not seeing your question earlier. From your description, I would say it doesn't need to include the results of an energy model. It does, however, need to give the reviewer a relatively clear understanding of how your building meets the requirements of the "appropriate zoning" requirements. I don't believe that there are any "savings calculations" involved based on the description you've provided, and I'd respond to the comment that you don't believe there are any savings to be calculated, but here is the detailed manner in which your building is meeting the requirements of Option 1. If this seems totally off base, then I may need to look at more of your actual project to get a good feel for it.
