DES Option 1 - Baseline System

I am modeling a new building(Laboratory/office) on a university campus following LEED v4 Option 1, Whole Building Energy Simulation. New Building is 3 story and 69,500 sq.ft . Chilled water will be served by existing central plant Heating will be provided by new boiler in building. What should i model as baseline system? Do i have to model as System 7 (VAV with Reheat) even it has less than 5 floor and 150,000 sq.ft? As per Treatment of Distric or Campus Thermal Energy in LEED V2 or LEED 2009, My baseline is System 5(Packaged VAV with Reheat). Is it same apply for LEED V4? Because i could not find similar material(Treatment of Distric or Campus Thermal Energy) for LEED V4. Thanks!
