DES and EAc5

Hi, I'm now working on a project under LEED certification, according to NC v2009. This project is served by a DES: it is more than 50.000 sqf of GFA, in which the DES supplies energy for more than 20% of the project building’s annual energy cost and we are going to pursue points under EAc1, using the performance path. According to the document you can find at http://www.usgbc.org/Docs/Archive/General/Docs7671.pdf, it seems that M&V Plan should include the full accounting of upstream DES whole-system energy. Performance and consumption information of whole DES are not available, because the public provider does not share technical details about the plant. Consider that this plant serves an entire city. How we can pursue this credit? Thanks!

Ciao Fabio! All you need to do for the upstream equipment is confirm the energy modeling values you used relative to this plant. Seems odd that a "public" system would not share any technical details. I assume you used the default values for the plant in your model. If the information remains impossible to obtain I would ask the provider to send me a letter indicating that they will not provide the information needed. This gives you proof that you can't get the information. I would then write the M&V Plan in a way that allows me to account for these variables the best way that I can. Good luck.
