Delegated Design of Irrigation with Split Review

We have delegated design of the irrigation system to the contractor but are pursuing the split review process. If the irrigation design is not completed until construction, when I submit the design review, can I exclude the outdoor water use prerequisite and include it as part of the construction review? I know you can do that with design credits, but this is a prerequisite.

Yes.  We have done this with multiple prerequisites.
