We are having a zero lot line project, the only exterior lighting will be on the facade, roof and terrace.
As we are in LZ3, so we are gonna apply for the exemption on facade lighting. However, we are not sure about the the definition of facade lighting. We will have some handrail striplight and balcony recessed downlight on the terrace.
Are those light be conisdered as facade lighting? The balcony recessed downlight is installed at the canopy above the entrance of the terrace.

In my opinion your downlights and handrail lighting are NOT facade lighting. Facade lighting is lighting that is primarily for enhancing the appearance of the architecture.
