We have an international project for which all of the paints and coatings used are proven compliant, except one latex wall primer. The product was intended to be a compliant product by a major paint company. However, although the international distributor provided the required data confirming compliance, we have just discovered the distributor is no longer endorsed by that company and have no other way to confirm the VOC content. Is there a worst-case default value we could use in order to undertake budget method calculations? We would undoubtedly be able to comply. We just need a number upon which to base our calculations.

I have never default VOC contents for typical paint products.Depending where you are, you could attempt to find 5-6 paints or coatings of non-compliance that have available, take an average and use that as your baseline?
In North America, I have found that the Master Painters Institute to be very helpful with research. http://www.mpi.net/
