Under MR Credit Building Product Disclosure and Optimization, Source of Raw Materials, Option 2, Leadership Extraction Practices, Recycled Content, is there a default percentage for steel if the manufacturer does not give a percentage, like the 25% allowed under LEED 2009?

Quoting from the reference guide:
Default recycled content for steel products where no recycled content information is available, assume the recycled content to be 25% postconsumer. No other material is known to have a similarly consistent minimum recycled content.
Many steel products contain 90% or higher recycled content if manufactured by the electric arc furnace process, so it may be beneficial to obtain actual information from the manufacturer rather than relying on the default value.

Hi, I am currently studying for my LEED Green Associate exam.
Which Reference Guide has this statement: "Quoting from the reference guide..." ?
I have the Reference Guide for Building Design and Construction, v4 - August 2019, and that statement is not in it (according to Acrobat Reader). I think I am missing this Reference Guide because I find the suggestion to refer to the Reference Guide a lot.

Please refer to LEED BD+C v4 guide 2014 page 535, recycle content section in preconsumer recycled content explanation (the bottom three paragraphs in that page)
